Context
How the project talks to the world. The model sets out the channels and audiences (see engagement).
Decision (deferred)
The channels stand — the public site, a field journal, direct relationships. A specific engagement plan waits: we are pre-land with no audience and nothing yet worth broadcasting.
Why
Outreach before there is real work risks noise over substance; the honest move is to build first and let the work supply the content.
Constraints
Two people, no spare time for a campaign.
Revisit when
There is restoration on the ground worth sharing, or funding needs a public face.
