Start with one modest site. Open the next stage only when evidence — plantings surviving, systems working, funding steady — clears the gate. Keep day-to-day work light enough for two part-time people.
Why
Expanding on excitement rather than evidence is how small projects overreach, and balancing growth against the actual work is hard even at national scale.
Constraints
Two part-timers; burnout is a bigger threat than most external risks.
