Filling gaps without hiring
Learning (cheap, compounding), a small advisory board (free expertise), contractors for what must be right (an accountant above all), volunteers for events and monitoring, and partnerships for skills and credibility. Add paid people only against income that has been stable for a sustained stretch, not one good month — the thresholds belong in economics.
